Such power can either work generatively and creatively or it can become degenerative and destructive.
It all depends on that person's understanding of how their Sacral centre functions. Somebody with a defined Sacral centre can always be involved with activity, although this activity does not necessarily have anything to do with manifesting activity.
A defined Sacral generates a constant energy buzz in the body, and that humming energy has to go somewhere. It is often experienced as a restless motion like walking and not knowing where to go, or the need to just burn energy by moving along and being active.
It often generates the need to be involved in repetitive activity such as shuffling papers all day or cleaning the house over and over again without being able to stop. The bottom line is that Sacral people can find it difficult to sit still until they have exhausted their generative reservoirs, which usually happens at the end of the day.”

As I [@bodyvoice] sit here outside in the yard, my Generator hubby is walking around looking for weeds in the flower beds, picking up broken branches, and generally buzzing around me.
There was a time, before I understood Sacral energy, that I'd tell him to relax. 😜
And of course that isn’t his nature, so he'd ignore me and that would potentially set off a trigger for bitterness (as I'm a Projector).
When he is involved in a project, he has to see it through to its conclusion often getting out of bed at 3am because his mind can't rest until the project is finished.
Now, all Generators have this potent Sacral energy, yet depending on how its defined there are nuances to how the energy expresses.
In my husband's design his Sacral Center is connected to the G center. Therefore, his activities are directly tied into his identity. He is what he does. To him, what he does is who he is.
When the Sacral Center is connected to the throat (directly or indirectly) the type becomes a Manifesting Generator. Directly would be the 20-34. Indirectly could be 2-14 along with 13-33, for example. Or, Sacral to root, root to spleen, spleen to throat as another example.
Sacral creativity often involves building something. It requires expenditure of physical energy, even if it's just shuffling papers and pacing the corridors.
